The lot may not have been residential, or it might have been built as a “live-in” Vet. The vet table and surgery station are only available on Vet lots, similarly to the restaurant specific objects only being available at restaurants.

“bb.showhiddenobjects” enter that cheat and it may unlock those objects. I’d recommend using the search bar as a lot of debug content will be enabled in the catalog. If that doesn’t make them appear then it was a Vet lot in the video.

I put the exam table on a residential lot. I haven't tried to use it yet so I don't know it it works.

It is possible to buy exam tables and surgery stations to the residental lot (any lot actually). You'll have to look under the pets section in the buy mode under the misc. section (sort by objects). These are in the bottom of the section, so you'll have to scroll through the decorations. If you can't find it, search for it. No cheats required.
Yes, you can examine and cure pets at home, but you won't earn any money from it. It has been confirmed in the official vet lifestream.
