Cats and dogs in other worlds
I've owned Cats and Dogs for almost a year. Today for the first time, I saw animals outside of Brindleton Bay that weren't owned by my Sims. Anyone else noticed this?

I haven't noticed it. I might try what @DaWaterRat did though and set some lots to animal friendly and see if it changes anything.
