Cats won't pee outside
I've tried this in different households and in different saves, but everytime I got the same result. After having done the "scold for peeing inside" interaction a couple of times, I got a notification...

The point is you can't train a cat to potty outside. Cats can't go potty outside at all, and it's either a bug or rather poor design by devs.
I doubt it's either. Cats in real life don't get potty trained, they get litter trained, just like in the game.
Yes, but are real life cats meowing about a litter box when being outside? I think they rather go do their business in some bushes or something like that. Sims cats insist to use a litter box at all cost and some players (including me) see that as little annoying.
