They didn't have to be held at those places for me.
I hosted a Meet & Greet at a swimming pool, and another at the Stargazer's Lounge, neither of which had either of those traits.
Well, I guess it's not so important, as long as doing that let you get past the issue.
All I know is I thought a restaurant was a good location and no fans showed up, so my Sim wasn't able to fulfill the criteria at all. :open_mouth:
