By NPCs, do you mean sims with specific jobs like gardener, repair person, etc? I am not sure how to do that, but you can make any member of a household an NPC by moving them out and then marking them unplayed in Manage Households.

In many cases, when I have done that, they do occasionally turn up in one of the NPC job roles.
