Yes, you can turn a household member into an NPC!!!

>shift-click on the sim you want turned
>make them a toddler in "edit sim" and accept
>shift-click on same sim and "trigger age transition" (from toddler to child)
>a pop-up will ask you if you want to make this sim an NPC, select yes
You will be able to interact fully, but obviously not be able to play it. Ex: I need to have the parent sim tell the teen NPC to go to bed if I want them to.
