Cheat or Mod to cheat skills for NPC

MCCC has the option. You'll need to turn on debug cheats in the main menu and then you can shift click sims and edit their skills.
I'm unsure if this is the reason for your problem, though. Usually the game will give the NPCs it spawns a decent level for what they're doing.

I don't believe you have to enter debug for MCCommand Center to work. You just click on them and the list comes up. Not sure about the skill option though as I've never done it but you can do other things just my clicking on them and selecting MCCC. The Skills Change option is under the Cheats Menu.

That makes sense.

I ordered the most expensive drink at at bar (x2 of the drink) and never got them - I assumed some rodent had swiped them from under my Sim's nose. All I could find was Sims drinking the 'Wrench' things - which is what my Sim ended up with.

Where do I turn that on at? I've looked all thru the settings and can't find debug cheat.

It does need to be enabled, otherwise those cheats don't show up. (I just tested it) But there is more than one way to cheat the skills, I just find this way to be easier (and you can even add traits and such this way as well)

But in case someone else reading this topic needs to find the setting; click on a computer and go to MCCC settings >notification/console/menu settings > console command settings > debug commands in cheats and enable it

@CyrusTheLoser Are you sure that levels up the mixologist? I turned on debug cheats with MCCC and I shift clicked on the bartender, and I get lots more options, but those depend on who my active sim is. Like my active sim was my sim child, and I shift clicked on the bartender and he got the options to promote and demote career: Grade School Student. And his skills are only childhood skills. I changed and made my active sim an adult and was able to choose mixology then, but my active sims career came up that time and her face was the face on the skills window. Edit to add: And after going ahead and adding mixology to level 10, no one gets level 10. I tried three times to max his mixology and it always shows as level 1.

So, I've just tested a few things out in a new game.

It seems that the debug cheat for promoting the career is bugged in that it will promote the active sim in their career rather than the target sim.
However, when it comes to the skill cheat, even though it shows the name and picture of the active sim, only the target sim's skills should be affected. That's what happens in my game, at least. Unfortunately I'm not really sure why it wouldn't be working when you try to do it. You might have to ask one of those MCCC experts who frequents the forums.

on a side note, the game seems to automatically give bartenders a mixology level somewhere between 5 and 7, at least in my game (I only looked at 3 of them)

Thank you for testing @CyrusTheLoser. How do you check their skills? I found the bartender I maxed his skill and added him to a house and played his family and checked and he was maxed. So it does work, just seems wonky. Is there a better way without having to do what I did to check skills?

yeah, that's the same thing I did. I don't think theres any way to check besides playing them, which would remove their status as a bartender.

I suppose to get around that you could cheat the skill up, save the game, then move them into a household to check if it worked and restart without saving. It should be working though, I haven't had any issues with it aside from those visual errors and I've used it quite a bit
