Yes, of course. It says cheats are enabled, but when I enter CAS, some relationships are still locked because you "cannot edit preexisting sims."

As stated in my original post: "I do NOT want to create a whole new save or duplicate the household or anything like that, as I'm playing a lot of inter-connected households and that would lose those relationships as well."
