- In settings under gameplay there is an option to fill empty houses. That will generate townies to live in any empty houses in your world.

okay thank you I will try that - EgonVM8 years agoSeasoned AceUnlike The Sims 2 (the game that generated townies only when needed), The Sims 4 generates townies all the time. This is where the culling problem arises (game deletes sims to make room for new ones).
If you go to the manage worlds, look for Manage Households icon. Click on there and then choose Other Households. Now you'll see all the sims who live somewhere in the world and sims who doesn't live in any worlds (townies). You can choose any household and click on the pencil icon. You'll enter CAS where you can modify the face, body (not the weight), voice, and gender ect (like Change Sim interaction). You can also add new sims and remove existing sims (Can only be done in Manage Households). You can modify relationship between existing sim and new sim without cheats (like creating children, parents, or husbands/wives).
I guess you can pick a random household and add a sim and be done with it. If you don't add them to My Households (heart icon), they will eventually be culled and replaced. If you go to gameplay options and check Fill Empty Houses, the game will randomly put sims to live in empty homes (not protected from culling). This setting is on by default. As it's a gameplay setting, it cannot be changed in main menu and is different in every save. If you in live mode click on a house, you can add new sims in there from your library/Gallery.
But yes, in The Sims 2, the NPC and Townie Maker is a cheat object where you can choose the age, gender, and generate the townie. But in The Sims 4, you can fully edit their appearance. Making the sim into a service/special NPC is difficult and involves cheats. There is a discussion about NPC trait cheats, but my internet is so slow, so I hope someone else can point out the discussion. - LaBlue03148 years agoSeasoned AceJust send your sim to a new community location, the game will spawn new townies.
- Literally do anything and the game will generate them, lol.
