Cloning Machine success rate

Is there anything that increases the Cloning Machine success rate? I can't pin it down. It doesn't seem like my scientists have a higher success rate. Sometimes all attempts are duds and sometimes all...

I just cloned my first Sim. He doesn't have any needs. Is this a bug or will this remain?
