Community Zoo. Could It Work?

I have so many saves I think I might go into one and set up Magnolia Promenade as this... All lots could have a certain variety type of animal ..or ones that match in temperment/size. All lots would have one human caretaker, hopefully one with good vet skills ect. One lot could be a vet... so you could stock up on vet treats before going on tour. I wouldn't try to put the animals in cages. Maybe a large fence could surround the lots. I would think the expectation when you visit though would be to care for and interact with the animals, because usually when I go anywhere that has pets my sim has to bathe and feed them. Will other animals be running free in the streets when I do this?
Oh and I'll probably use stuff others built but sounds like a fun little experiment.

Opps edited to say they would be residential lots of course, all except for the vet.
