I'm pretty sure that Cottage Living Foxes have different behavior codes from Cats and Dogs foxes, because Cats and Dogs foxes are Dogs in a Fox suit, while the Cottage living foxes are, well, foxes.
That and I seem to remember it being brought up on the livestream that Foxes from Cottage living got all new AI coding and animation. So they're not intended to be pets, nor act like pets.
But yeah, seeing them not in world in the household management is a bit... disturbing.
