The trouble is, not all languages use teen in ages.
Many use single number plus 10. Meaning that 11 uses the same format as 14. Just look at the way the numerals are! Its a merging of 10 and a single number. 10 and 1 = 11, 10 and 4 =14. Ignore the word teen, and just look at the structure of the number.
What it means, is that an 11 year old, is in the same numeric category as a 14 year old, meaning that preteen is just a social construct used in some english speaking countries.
If we follow the same "rule" in french, that would make a teen someone between 11 and 16, but also between 71 and 76, and between 91 and 96. :D
More seriously, in french, the name for "teenager" has absolutely nothing to do with numbers and what they are ending with, it comes from Latin : https://en.wiktionary.org/wiki/adolesco
