I haven’t done this in years, but when I started my blank slate save I created the venues first to make a setting for the stories that would be happening in the worlds. Back then I only had the two base game worlds so it was pretty manageable. With the number of worlds now I would take it slow. Focus on one or two worlds and leave the rest blank, ideas for what to do with those could come while you’re shaping the ones you’re working on.
For me, filling up the worlds with different households was pretty fast. I would create basically my protagonist household and then any household that would be associated with them like friends/enemies or relatives. I treat the worlds as towns so most of their social interaction is done with Sims that live in the same town, and I rarely send them to places outside of their home world. I do leave empty lots around. I like to make new households from time to time and inject them into this town and the other stories within it.
The two saves I have are old now so I have changed them up quite a bit over the years. I like to remodel venues occasionally to make the towns feel like they are actually changing with time. I remove stuff, and add stuff. I add and remove households. As new worlds have been added I have slowly done the same for them. I don’t like the city world at all so I avoid it at all costs, and as pretty as BB is I really don’t enjoy playing there either so it’s not as built up as the base game worlds, MP and windenburg are. These days I use the gallery for a lot of my house builds, which saves me a ton of time designing the layout of homes.
As for the vacation worlds, I don’t touch those. I’ve downloaded some lots off of the gallery to put there, but my Sims don’t go on vacation very often.
I treat Newcrest and Magnolia Promenade as expansions of Willow Creek which has allowed me to have a little more real estate for that towns stories.
