The game will generate random Sims to fill various NPC roles, such as mixologists, gardeners, food stall vendors etc. There's really no way to prevent that. I just ignore them and keep them in the Not In World population until my Sims start romantic relationships then I'll put them in a cheap San Myshuno apartment so I can find them easier. And I'll do hair and clothing makeovers on the worst offenders in the style department. :D
