I do this too, and in the homeless bin. It was weird to me that they were only showing up Brindleton Bay. Pets live everywhere IRL, so I wanted them everywhere in the sims too. When I bought Cats and Dogs, I was hoping at least strays would spawn everywhere but I find adding them to houses helps make the worlds seem a little more lively with animal activity.
