Culling in the Sims 4 for Sims Living in Houses

If all you have is premades and a handful of TS2 households, you are nowhere close to the sim limit, so no one is getting culled. Though I have to question how that is all you have in your game given that you aren't using mods. The game auto-generates a lot of random sims to fill roles unless you use mods to force it to use existing sims.
