I could be wrong, but based on what I've seen, new neighborhoods should be less save breaking than new lots or new routing.

Which is to say that a beach front neighborhood (probably with empty lots) could, at least in theory, be within the realm of possibility for a Get Famous refresh. It would probably be the bulk of the budget for said refresh, but as more lots is at least my priority for a refresh for Get Famous, I'm okay with that.
