Quite a few worlds seem to have a "missing middle", as you go from tiny neighbourhood to the Hollywood Hills with nothing in between. Even if it is just 3-4 lots, just one new neighbourhood would help the usability of the world. Dingbat style apartments would be good inclusion in such a neighbourhood, especially as we have so much mid-century stuff. So something like the scale of one of those Evergreen Harbor neighbourhoods would be swell (3 lots and an apartment of two).
It's why I don't mind Magnolia Promenade being so small, at least it fits in with Willow Creek and Newcrest, while so many other worlds stick out because they don't fit with each other.
However I am very doubtful they would add such a thing in a refresh, though even a Newcrest style neighbourhood of shuffled existing assets would be good.
