One way they could make it easier on themselves is to make it all empty lots, which is honestly what most of us would probably prefer anyway. If they did that, and kept the backdrop relatively minimal, maybe it would be doable.
Yeah, maybe, there are a lot of assets they have to make that we see in the background, houses, the sky and other things... but maybe they could make a small neighborhood.
It's difficult to tell without knowing what their budget for refreshes are. With packs we can kinda guess based on what they charge for them and how often they come out, but with refreshes it feels like it could be anything.
