I'd say yes, I've had a lot of fun with it so far and it's a nice break from my normal gameplay.
I started a new save with the goal of renovating all the houses/businesses in the world (honestly, most of them need it), and complete the fabulously wealthy aspiration. One of the perks I've found with this pack is I'm visiting households and seeing builds I've never bothered checking out in my other saves. When I need a break from live mode, I jump into that save and complete a gig or two. I've run into a few bugs (If you use mods I'd recommend UI Extension as you can cheat the gig complete if you get stuck) but I'd say it's still worth it if you've got the money.
