None of what you described in your initial post sound like bugs. Electronics break when it rains, and sims don't like getting wet, so they stay inside during storms. The game is working as intended, it's just inconvenient for festivals, so I don't think it's something they'd ever fix because it's not considered broken. Mods are likely your only option.
