I have some friends who prefer one over the other. The argument is that TS3 has more, but it's not as well done sometimes. So it's a quantity over quality thing, and I'm inclined to agree
Now, I like both TS3 and TS4, and TS4 has gotten pretty buggy too, but it seems like they at least put more thought into how things are implemented in this game. TS3 definitely had more, but
- I had to download Overwatch, a mod, just to keep playing my 6 generation save
- Sometimes it snows so much that my sim kids never go to school and end up with bad grades through no fault of my own
- I turned off the fame system because the constant rumors were annoying and fame spread like a disease
- I also turned off memories because they were a major source of lag and documented EVERY SINGLE MEANINGLESS THING
- Some say Isla Paradiso is laggy, but fortunately I haven't gotten this problem yet so I still like IP
- Even with all the EPs, most of the hairstyles are atrocious IMO and I use very few ones from the store and select packs
- I found some store sets underwhelming, like the carousel, roller coaster, and especially the restaurant set, considering their price . Although I did love some things too
- Toddlers were neglected. They couldn't interact with pets at all, and had almost no content ever in EPs
- TS3 just hangs more often even with good hardware
For TS4, my main complaints would be the emotions system (which was improved by roburky's Meaningful Stories mod), the execution of MFPS, not being able to waterproof electronics (which is a huge problem for GeekCon), dogs lacking stuff like sleeping on beds or being walked by kids, fewer traits with less impact, GTW's retail system, which was done poorly compared to TS2 OFB, the apartments in CL which are inferior to TS2 AL, no CASt, and the lack of world customization
Come to think of it, a lot of TS4's early content and base systems are terrible, and they only really started putting more thought into later things like toddlers and fame
