Ah, the level 10 requirement is just to upgrade the machine to clone sims, but once its upgraded you don't have to be a scitest or work in that career to use it.
Edit: Some interesting family tree tips when cloning sims, whether you succeed or not your get a new sim, your clone will have the same skills your sim that you cloned did when cloned, If you clone yourself before marriage it will only be related to you, but if you clone yourself after marriage it will be related to both. Also if you clone kids and teens it will count towards the happy family trait for both sims as long as they are married if not just for that sim, so elderly can still complete it. I never tried to clone a ghost child, or teen, but I am pretty sure your get another ghost child teen.
Edit to keep my neighborhood from turning into ghost I go to ghost night ever once in a while and wait for ghost to show up in a house and if they randomly get put into a house that a normal sim can use, I use the wishing well to revive them and let them adopt kids, there is a 50/50 percent chance the kids will be taken by the social worker, I am trying to figure out if the social worker takes the kid some other family may be able to adopt the kid that was taken away, so its somewhat of a test.
Edit: I have not tried cloning from DNA, it would most likely start in a child form, or the age of the sim during the DNA sample
