For me it doesn't really matter. I always try to get creative with names and when I want a specific background for a household I do some research to see what names and last names are common in that specific culture.
I was born and raised in Spain, but I went to a French school and have a lot of French cultural background, then I lived for 7 years in the UK, and now I live in Germany. I really don't consider myself from anywhere in particular anymore and I like my sim worlds to reflect that, so it is always a mixture of cultures and diversity in my game.
I also don't mind if a randomised townie sim is called Bong Cheong but is blond and has blue eyes, if I want to befriend that sim I always make up a little story in my mind as their background, if I don't care for them, I just ignore them and keep going with my game.
I play my game in English since TS3 but when I played The Sims and TS2, I did it in Spanish and most of the premades had different names. For example, Goth was Lápida, Curious was Curioso, Specter was Fantoche, Smith was Pérez, and so on...
I guess it makes sense to change the premade names according to the language the game is being played but I remember finding those names ridiculous, like they didn't fit.
