This probably would have been possible had they not stuck the festivals in the parts of the neighborhood that cant be edited. They’ve known they can’t make changes to the worlds themselves, so putting these festivals in spots where they can’t be changed was a huge design flaw. Same for apartments. They cared more for how the content looked in the world than what players could actually do with those features.
