Wow, I just realized that we are indeed having the exact same issue, out of curiosity was your sim originally a NPC?
I’m having this issue too, my Sim was a played Sim not an NPC. I was rotating between 3 dorms and playing 3 Sims in Uni. I was only able to send one of those Sims to the graduation ceremony. It seems like if they miss the ceremony they get stuck like this. Not sure what to do about it? Has anyone tried to enroll them again to see if that does anything?
