I always thought of that as meaning more of a "vote with your wallet" kind of thing. As in, EA usually listens to dollar signs rather than words, so not buying the packs makes a bigger impact than words/votes on a video etc. Might just be me though, I'm not sure but that's how I've always interpreted it :)
