Do Vampires Visit Other Neighborhoods Autonomously?

Vlad has come to the door of my Sims' apartment two nights in a row, but he doesn't come in. Maybe that's because usually one member of the household is awake. I've got to get some garlic, though. In my save where I was playing vampires and a vampire hunter, garlic was necessary to keep vampires out of my hunter's house.
