I usually just go with whatever looks good. But in my recent save when my twins aged to teen I dressed the older (Nicky) a lot more conservative while his brother (Kris) was a bit more of a free spirit so I went to town with him -- violet hair, earrings, tattoos, the works. And when we got the recent patch, he got a new hairstyle for his party outfit:
