I love whims, and like Sims 2, sims are trainable - just don't close your game in S4. I use that mod too, and the massive toning down of the 'buy stuff' whims makes a big difference. So I guess that would be my main suggestion for making whims feel better for more people: chill out on those particular whims and keep adding non-buy-stuff ones that make sense for whatever pack's being added.
(also I don't know why people think they stopped adding them, they haven't?)
I don't think any new whims have been added after Strangerville in 2019, unless Snowy Escape brought some in.
