None of my Sims have base game only clothes or hairstyles - I got the game when DLC was already released. Each time a new world comes out, I create Sims with content from that pack, who are going to live there. I keep the premade homes the same, except I add things like microwaves, coffee and tea makers, dishwashers, laundry machines, etc. I also move the toilet rolls in the correct place and add towels, lol. I tend to create a small office space in each home, so each Sim has a computer at least. Community lots also get a few extra additions. The empty lots are where most new things are added.
