I think it stopped for a while, like there is no singing skill perk when City Living was released. then a simmer made a post here on the forums with a lists of features that wasn't being updated anymore, which includes the perk system on clubs. After that, I think they added the singing one(not sure about the vampire lore) and now new skills adds new perk to the clubs.
