I believe too much in respecting the person than to try an emulate their history. I just treat all my Sims as equals without culture really coming into it for the most part period. Most I do is sometimes dress Sims in outfits I am aware that is part of their culture or use certain decor at various times of the year for them - but not all the time. Mostly for various festivals or celebrations that I know about.
I was mainly talking about a culture that's unique to your sims and is player created.
