Temporarily use a teen neighborhood anywhere you send him. And also if you know her traits and likes/dislikes that should help too. Active sims and those who like fitness frequent gyms. If she is artistic you might find her at a museum or art gallery. If she likes to sing she might be at a karaoke bar. If she likes to read, or likes logic etc. she might be at a library or somewhere you might find a chess table, rocket ship, etc., also being a teen neighbor hood it should double the chances. If you make a club and set it to teenagers with skills they both have she may show up in the choice for club members. Or you could go in and play her family and make her a leader to 3 clubs, and give them specific places to meet, and you might meet her there, or be able to choose your sim as a member of one of her clubs and then your sim could start a club gathering at at any place you wish.
