Mixing up all of the photos has always been an issue. Except, in the past, there was a built-in way to get around it. IIRC, players used to be able to designate who the photos were for -- "tagging", as someone already mentioned before. All household members who were present for a photo were automatically tagged. However, if you didn't want that particular pic to show up in their personal timeline, all you had to do was click on their name at the bottom and their name would gray out.
It took a little time, however, I began to realize just how robust and elegant the system really was. At the time, I had a family of four. Each member had their own timeline and photos/memories that applied only to them. So one sister's chain of events could look totally different from another's. All I had to do was click on their picture at the top of the window and Voila! Their whole lives were there at my fingertips.
As I said, it took time, but it was worth the extra effort. At least, it was to me. I don't mind organizing and fiddling with things. To me, that's part of the Sims! LOL. :) Part of the problem may also have been documentation. I discovered how to use the screenshot/memory manager purely by accident. That is, I discovered how to use it by clicking and touching everything, including the pictures of the household Sims at the top of the screen. Yet, I don't recall ever reading about those features in anything that was ever released by EA/Maxis.
In any case, it's gone now. Still that manager was light years beyond the mess that the team left us with. If they wanted to streamline a bit, fine. But do away with everything? I'll never understand it.
