I mean, it's your game... so do what you want! :smile:
But, honestly, I personally feel like that lot is specifically created for a public venue of some kind... a residential lot being there is extremely random and weird (at least for me). I just believe some lots in this game should only be public venues, while others should only be residential... and this is one of them that only really works as one VS the other.
