It depends on your specs, really. I'd say The Sims 4 is easier to run and it's also a lot more optimized compared to The Sims 3, personally I would go for The Sims 4 just for that alone. Sims 3 has always had its issues with lag, no matter how high-end the PC is. I would definitely suggest getting a (custom) PC over a laptop, so you can replace and upgrade parts as you go which will save you a lot of money in the long run. If you are unsure about custom building your own PC, visit a PC-service or maybe ask a friend to help you out to find better deals.
I have never had any issues or lag in The Sims 4 so I will leave my specs below (I use it for many AAA games):
