Does the butler actually clean anything that needs to be cleaned?

Butlers don't clean dishes unless they're empty or with spoiled food. Just like other sims. No other sim cleans dishes autonomously if not in this conditions.
Aside from that, butlers are like maids, have personality. So, some are really hard working and others need to be either reprimand or fired.
