The reason I'm asking is because it is raining in Willow Creek, and so far my sim has been at three different community lots, and a lot of sims are angry. They are cussing, and trying to clam themsel...

Sims can declare hate for rain so if it rains they'll become angry.
Also, thunderstorms make sims tense unless they have bought storm chaser trait.
