There is no NPC judge. Maybe you could just offer free training? A grooming station aka a bathtub for free baths? There is a stall that sells pet food, maybe you can add that and the pet treats vending fridge. Or organize a cooking class for pet food. Or you could make it into a waterpark for dogs. A photo studio so you could take pics with your favourite pet.
