Reading through all of these replies, I think I'm in agreement: toggles are worthless. I mean if the options are there and people are still complaining and refuse to use them: introducing more isn't going to solve anything.
toggles may be worthless for some ppl but i think for newer players for example, it's easier to give the direct option through settings rather than make them having to know all these tricks in order to have a gameplay that suits them. and also because i rather get a toggle than get the feature nerfed, so i think a specific & direct toggle about it would more less calm the complaints. this doesn't only apply to occult packs only but rather to all the game. it's either giving options or get it nerfed, ea won't stop listening to them cuz otherwise it would make people stop buying packs & they would lose money. and toggles are not useless, there just aren't enough. there aren't even toggles in regards if we want random townies populating the game, which should be a basic choice. people will complain about anything but toggles would still benefit all the players & devs too.
Believe me, I wouldn't mind to have more toggles at all personally. It's just a matter if the occult haters are really going to bother using them or if they're just going to continue to ignore them (regardless of where they're located.) and go crying to the devs that they want them nerfed, or that they "shouldn't have to use toggles to prevent occults from spawning," even though they clearly bought an occult pack.
I would love it if toggles were the "fix all" in this situation (along with getting our occults back properly of course.) But I just don't have much hope that it would do any good.

I need to research this pack more before I decide if I want it or not. But please believe that if I buy a pack and do not like something, I will have no problem voicing any and all complaints.
There's nothing wrong with voicing your complaints at all. And constructive criticism can even be good, as long as it's more along the lines of "this could have been done better." or "wasn't immersive enough."
What would not be okay (and get people mad at you) is if you buy the pack that's titled Paranormal Stuff and then proceed to complain about ghosts haunted your Haunted House lot, saying that it's invasive to your game all because you wanted the furniture, yet still chose to move your sims into a Haunted House lot in a pack titled Paranormal Stuff.
The issue isn't with people expressing their opinions, it's the people who buy packs clearly centered around a certain aspect of gameplay (in this case occults) just for the BB or CAS items and then complaining about the occults being in your game and asking the devs to nerf them.
That would be like me going onto twitter and complaining about my sim's laundry getting dirty all the time and asking the devs to nerf it even though I chose to buy a pack called Laundry Day and place laundry baskets/washing machines in my sim's house.
