I would very much like to know this too , as never played it :) At TS2 I just had a community lot where I put the graves from sim's inventories :)
I usually added chess board or two, toilet and a cafe, for those knowledge sims who had the lifetime wish to see a ghost XD
I ended up turning my sims backyard into the family plot back in TS2 days. I suppose the thing with TS3 and its graveyards is was it was a location for sims to visit and you could store family and NPC graves there, this was incredibly handy if you were playing a legacy and had way too many graves on your lot after a while. Plus the rabbit hole adventure inside the mausoleum was pretty neat, not to mention when seasons was added the cemeteries became lovely spots for screen captions. Also seeing coward sims run away from cemeteries at night was the funniest thing I had ever seen.
That being said, nothing stops players from making their own custom graveyards in TS4, it's just not as spooky.
