Dont have the option to study numbers for toddlers

I’m playing one of my sim families trying to get the study numbers milestone for the toddler I can’t even find the option Am I missing something or is this a glitch or bug ? I Dont have any mods in...

@SamadamsPlayer did you complete the "study shapes" milestone? I'm pretty sure you need to get that one first before you can study shapes.
