So Smart Sim isn't the engine, it is just the Sims AI. There is no name for the engine, but it was built just for the Sims 4.
You would think they would consider the tech driving the sims behavior as part of the engine. From everything I have read about the underlying tech driving the game, the engine seems severely mismatched.
The base foundation was built for an online game, but most (I'm assuming of the components were redesigned (or at least edited) for offline play. If I were to guess I would say the emphasis on the tech driving behavior is due to it being developed on top of the engine, and not integrated into it. There's a reason why the game executes simulation quite poorly, and that would be my best bet.
