I don't remember if I already posted in this thread, but if I did I hope you'll forgive me. With so many actual annoyances in the game that we can't avoid or work around without cheats or mods, this isn't one of them. If one doesn't wish to attend any given festival for which a notice pops up, it's extremely quick and easy to simply ignore and be done with it. The notices are just that, notices. They don't force you to attend whatever they're announcing, so we don't need a toggle, and those of us who like them or at least don't mind them certainly don't want them removed entirely.
