I just wanted to provide an update. I reached back out to EA Help via chat and the agent I got this time actually took my screenshot of the email ( the last rep never asked for it even when I said I could provide it) and told me that it was spam and not actually from EA. I let him know that it was, and that I had another email screenshot showing that it was sent to me from EA. He then still tried to dismiss me saying there's no promotional offer going on right now so he would have to go by the EA T&C, and basically not help me. Again, I told him this is from EA and there is a news article on EA's website confirming the discount. He said he was on EA's official site and there was no discount. I then sent him the link to the article that came directly from the email I was sent, After about 5 minutes he finally came back and said they will refund me the 20% discount. This was literally the WORST experience I've ever had with EA and I have been playing the Sims for years. Please keep fighting for that discount if you bought it and it wasn't applied! They really tried to say I was lying and that it was spam because they didn't want to honor the discount.
