Do you have Eco Lifestyle and if yes, did you play during a voting weekend while you were setting up your neighborhood? If so, check if you maybe have "Back to the Good old Days" active. That one fines sims with 25 dollars whenever they wohoo, drink "juice", watch TV or use the computer (maybe also other technology activities).
