So, I actually think you are right, @EnkiSchmidt. NPC voting is off and there are no active NAPs, but I'm getting fined when they stop watching TV. (Originally when I was checking I thought the fine would occur at the beginning so never noticed it was when they were done watching.) Looks like a bugged NAP. Off to AHQ.
