Yeah, after some more testing, it is just this family in this lot. I repaired the game, it still happens. None of neighbors have the fines or see active NAPS. Moving out and back in doesn't fix it. Selling and replacing the TV doesn't fix it. Noticed there were also computer fines.
The lot is the spice market Needs TLC Apartment. 19 Culpepper House.
